李鹏同志一直很关心和重视人民群众的来信来访工作。他在担任国务院总理的时候,一个月收到两千到三千封人民来信;担任全国人大常委会委员长后,一个月也要收到一千五百封左右群众来信,对重要的群众来信,他还作批示。去年10月26日,他在看到江西省婺源县溪头乡西岸小学教师洪思忠控告5名乡干部,非法拘禁、殴打他致伤的来信摘登,当即批示江西省领导、全国人大内司委领导调查处理和督办。江西省领导接到李鹏委员长的批示,责成有关地区和部门调查核实,抓紧处理。去年11月30日,中共江西省委办公厅将调查处理清况报告了全国人大常委会办公厅和全国人大内司委。江西省委办公厅的报告说,经调查,洪思忠反映的问题基本属实。事情大体经过是这样的:
