白哈巴村是新疆阿勒泰地区图瓦人最集中的村落之一,调查表明,该村图瓦人图瓦语普遍熟练,母语基本稳固,但母语的功能被限制在较为有限的范围,基本只在图瓦人家庭内部和图瓦人特有的某些节日和集会上使用,图瓦人中双语和多语的人口比例很大,中青年达到了100%,另有一个明显的趋势是近年青少年汉语水平提高迅速。虽然出现了青少年图瓦语水平有所下降的趋势,但暂时还未出现图瓦人转用其他语言的现象。对于母语图瓦语,图瓦人怀有非常深厚的感情,对于其他语言,图瓦人也持比较开放的态度;而对于子女,大多数人出于实用的目的,更愿意把子女送到用汉语和蒙古语授课的学校,而不是图瓦语授课的学校。进城完成小学教育和异族通婚势必加速图瓦儿童母语萎缩和语言转用的进程。
