现代社会是一个充满风险的社会。风险社会中的现代危机具有与传统危机不同的特点,而我国的公共政策面对现代危机却存在诸多问题,必须构建包括预警政策、应对政策、恢复政策、保障政策在内的公共政策系统,才能有效抵御各种现代危机带来的风险。
