传统时代的水利博弈问题引发的地域社会关系复杂多样,这一问题深受环境变化的影响,而博弈结果往往取决于基层政治运作。青浦县作为基层的县级单位,其所面临的种种水利困境及其解决过程,较为典型地揭示了这一问题。通过对青浦县个案的考察可以发现,在县际层面的水利博弈中,环境变化是引发水利博弈的触发点,而基层各种政治运作则是解决水利博弈的主要途径。 The problem of water conservancy game caused by the traditional era is complicated and diverse, which is greatly affected by environmental change. The outcome of the game often depends on the political operation at the grassroots level. Qingpu County, as the grassroots units at the county level, the water dilemmas faced by various difficulties and their settlement process, more typically reveals this issue. Through the investigation of the cases in Qingpu County, it can be found that in the water conservancy game at the inter-county level, the environmental change is the trigger point of the water conservancy game, and the various political operations at the grassroots level are the main ways to solve the water conservancy game.
