世界卫生组织总干事在2000年世界卫生报告中对卫生服务系统的工作成就的评估提出了两条标准,即:公正与优质。公正,是指所有居民都能享受到初级卫生保健和基本医疗服务;优质,是指所有患者都能以较少的负担获得比较好的医疗效果。如何做才能达到这个标准呢?最近,我们到深圳市宝安区进行基层卫生工作调研,发现这个区的公明人民医院工作有两个鲜明的特色和显著的成就,一是社区卫生建设搞得好,符合公正的要求;二是医院行风建设抓得扎实,符合优质的要求,很有研究和推广价值,为此,特记述如下:
The World Health Organization’s Director-General’s assessment of the achievements of the health service system in the 2000 World Health Report puts forward two criteria: fairness and quality. Fairness means that all residents can enjoy primary health care and basic medical services; high quality means that all patients can obtain better medical results with less burden. How can we do this to meet this standard? Recently, we went to Bao’an District of Shenzhen City to conduct grassroots health work and research and found that the work of the Gongming People’s Hospital in this district has two distinctive features and remarkable achievements. First, the community health construction is doing well. In line with the requirements of fairness, the second is that the construction of the hospital’s practice style is solid, meets the requirements of high quality, and has great value for research and promotion.
