目前,煤炭工业企业升级工作根据先易后难、由低到高、分期分批、不断完善的原则,正在有计划、有步骤地逐步开展。通过“抓管理”、上等级企业的面貌将会发生明显地变化。为通过升级真正使企业的管理水平、整体素质得到显著提高,避免和克服借升级“搭车”、“挤车”的短期行为,笔者就煤炭工业企业当前升级工作的若干问题谈一点粗浅的认识。 一、领会企业升级精神是搞好升级的前提 煤炭工业企业升级是国家继“六五”期间企业整顿之后在“七五”、“八五”期间提出加强工业企业管理的又一重大战略性的新部署。由此我们则可以清楚地看出,国家决定在“七五”、“八五”期间采用开展企业升级的办法来加强企业管理,推进企业管理工作,促进企业全面提高素质,的确是从我国目前工业企业
