《湖南省宪法》是20世纪20年代联省自治运动中惟一一部由省颁布并实施的宪法。该宪法有深刻的历史背景,处理中央与地方关系、省宪政制结构、人民权利扩张方面有自己的特色,虽整体上有种种缺陷,但仍在历史上有一定的积极意义。 The Hunan Constitution was the only one promulgated and implemented by the province in the self-government movement in the 1920s. The constitution has a profound historical background. It has its own characteristics in handling the relations between the central government and local governments, the constitutional system of constitutional government in the province, and the expansion of people’s rights. Although there are many deficiencies as a whole, it still has some positive historical significance.
