本文结合REITs和PPP的优势,提出我国公租房项目的融资新模式—PBR模式(即PPP+REITs模式)。首先,从资金收益、政策法律和技术管理三个方面分析PBR模式在我国公租房项目融资的可行性;然后,提出公租房PBR模式的构建思路和运作程序;最后,分析PBR模式的优缺点,为PBR模式在公租房领域的发展提出相关建议。
Based on the advantages of REITs and PPP, this paper proposes a new mode of financing for public rental projects in our country - the PBR model (PPP + REITs model). First of all, this paper analyzes the feasibility of PBR financing in public rental projects in China from the aspects of capital gains, policy laws and technical management. Then, it puts forward the construction ideas and operating procedures of PBR model of public rental housing. Finally, it analyzes the advantages and disadvantages of PBR model, Relevant suggestions for the development of the PBR model in the public rental area.
