缺乏契合农业面源污染的自然—社会特性的制度是我国农业面源污染规制失灵的根源。矫正农业面源污染规制失灵的出路在于构建契合农业面源污染自然—社会特性的规制制度,强化规则的适应性、可操作性与可监督性。
The lack of a system that meets the natural-social characteristics of agricultural non-point source pollution is the root cause of the failure of agricultural non-point source pollution regulation in our country. The way to rectify the failure of agricultural non-point source pollution regulation lies in the construction of a regulatory system that meets the natural-social characteristics of agricultural non-point source pollution and enhance the adaptability, maneuverability and supervisory ability of the rules.
