1993年7月,针对台湾出现的产业空洞化、劳动和土地成本偏高、基础不足等问题,考虑到国际、国内经济环境的转变以及两岸关系的快速发展,台湾当局颁布了《振兴经济方案》,并将“亚太营运中心”作为其长期发展的目标.1995年1月,台湾当局将“发展台湾成为亚太营运中心”作为全力推动的施政重点,并称之为“跨世纪的大行动”.亚太营运中心计划是台湾当局“拓展国际生存空间”、“赢得国际竞赛中的胜利”之重要组成部分,已成为国际社会广泛关注的热点.那么其内容究竟是什么?对“九七”香港回归有什么影响?我们应采取什么对策?对这些问题作一初步的探讨,这就是本文的主要目的.一、台湾亚太营运中心的内容台湾亚太营运中心,系指以台湾为根据地,发展与亚太地区各成员之间全方位的经贸关系,促使台湾成为各种区域性经济活动,包括制造、转运、金融、通信、传播活动等中心点.台湾当局建设亚太营运中心的目标,是要进一步提升台湾经济自由化、国际化的程度,促使岛内外人员、货物、劳务、资金及资讯能够便捷流通,借以发挥台湾在亚太地区以及两岸间的经济战略地位,吸引跨国企业并鼓励台湾企业投资及经营东亚市场(包括大陆市场),以突显台湾在此一地区经济整合中所
