对政府工作报告中关于环保的有关提法有三点评价:一是对过去一年工作的评价是客观的;二是对问题的认识是清醒的;三是对今年工作安排的信心和态度是坚定的(第一次提出向污染宣战);四是需要做的工作力度和措施是必须要加强的。最关键的三点:一是加强法制建设,尽快出台、修订一系列环保法规。其次,环保投入远远不够。今年中央预算2100亿元的节能环保支出,加上地方和社会投入,预计最多8000多亿元,占GDP比例远未达到“生态环保投入占GDP 3%以上”的国际通用做法。2100亿元的投入和7.1%的增幅,在教育、医疗等十几个大类的支出中均排第九位,投入总额相对较少。投入增幅也低于财政收入增幅,相对投入比例降低。第三,体制机制仍未理顺,应让市场起决定性作用,谁排污谁负责,行政管理体制有待完善,农村环境污染占了我国污染的半壁江山,但全国大部分县、市、乡、镇没有环保机构。
There are three comments on the relevant formulation of environmental protection in the government work report: First, the evaluation of the work of the past year is objective; second, the understanding of the issue is awake; third, the confidence and attitude toward this year’s work arrangement are firm (For the first time to declare war on pollution); Fourth, the intensity of work and measures that need to be done must be strengthened. The most crucial three points: First, to strengthen the legal system, introduced as soon as possible, revised a series of environmental laws and regulations. Second, the investment in environmental protection is not enough. This year’s central budget of 210 billion yuan of energy-saving environmental protection expenditures, coupled with local and social investment, is expected to reach a maximum of more than 800 billion yuan, accounting for far less than the proportion of GDP “eco-environmental protection accounted for more than 3% of GDP” international common practice. With a total investment of 210 billion yuan and an increase of 7.1%, it ranks ninth in more than a dozen major categories of education and healthcare with relatively low total investment. The increase in investment is also lower than the increase in fiscal revenue, with a corresponding drop in the proportion of investment. Thirdly, the system and mechanism have not yet been straightened out. The market should play a decisive role. Who should discharge the sewage and the administrative system needs to be perfected? Rural pollution accounts for half of China’s pollution. However, most of the counties, cities, townships and towns in the country do not have Environmental agencies.
