2011年1月,国务院批准上海建设张江国家自主创新示范区,是深入实施自主创新战略、建设创新型国家的重要决策;是上海加快实现创新驱动、转型发展,建设社会主义现代化国际大都市的重大机遇。经过“起步、聚焦和改革”三个发展阶段,始建于1992年的张江高新区,如今已形成以张江高科技园区为核心的“一区十八园”发展格局。2013年张江示范区经济总量保持快速增长,实现总收入2.7万亿元、税收1986亿元、创汇601亿美元,地均经济产出名列国家级示范区前列。为了促使张江示范区成为全球创新资源的整合者,自主创新的战略高地的成功范例,就要不断地研究、建设适于张江的科技体制机制改革的政策环境,以利于更好地激发张江示范区的凝聚力和创造力。
In January 2011, the State Council approved the construction of Zhangjiang National Innovation Demonstration Zone in Shanghai, which is an important policy for the in-depth implementation of the strategy of independent innovation and building an innovative nation. After the “three stages of development, focusing on and reforming”, the Zhangjiang Hi-tech Zone, which was established in 1992, has now formed a pattern of “one district with 18 districts” with Zhangjiang Hi-Tech Park as its core. In 2013, the total economic output of Zhangjiang Demonstration Zone maintained a rapid growth with a total revenue of 2.7 trillion yuan, a tax revenue of 1986 billion yuan and a foreign exchange earnings of 60.1 billion U.S. dollars. The average economic output ranked the forefront of national demonstration zones. In order to make Zhangjiang demonstration zone a successful example of a strategic highland for independent innovation and integration of global innovation resources, it is necessary to constantly study and construct a policy environment suitable for the reform of science and technology system and mechanism in Zhangjiang in order to better stimulate the Zhangjiang demonstration zone Cohesion and creativity.
