I am very pleased to accept the invitation of the Organizing Committee of the Third International Medical Forum for the 21st Century to attend the investment forum of this conference. Not long ago, the Shanghai Municipal People’s Government issued a number of Opinions (Trial) (2003) No.70 on promoting the development of private medical institutions in the city by the society (hereinafter referred to as Document No. 70), which took effect from the date of promulgation. This fully shows that the Shanghai Municipal Government’s policy of speeding up institutional reform in the field of health care, promoting social work in the community and developing private medical institutions also shows that the development of the medical service in this Municipality is already under private and foreign investment
