公共政策评估中公众参与不仅是现代民主政治的基本旨趣,也是推进社会管理创新的一种重要方式。近年来,南京市尝试对重大民生政策实施政策评估,积极吸收公众参与政策评估实践,建立了政策评估的基本制度框架,是中国地方政府实施治理创新的重要突破。然而,在评估实践中由于缺乏公众参与的完整规范和科学标准,又表现出公众参与制度尚不成熟,需要建设完善的政策体系,丰富政策工具,引导公众积极参与。因此我们提出了改变的有效路径。 Public participation in public policy assessment is not only the basic interest of modern democratic politics, but also an important way to promote social management innovation. In recent years, Nanjing has tried to evaluate the policy of major livelihood policies, actively absorb the practice of public participation in policy assessment, and set up the basic system framework for policy evaluation. This is an important breakthrough made by Chinese local governments in implementing governance innovation. However, due to the lack of complete norms and scientific standards for public participation in assessment practices, it also shows that the system of public participation is not yet mature, and a sound policy system needs to be established to enrich policy instruments and guide public participation. Therefore, we propose an effective path to change.
