政府购买公共服务的方式既体现了政府应承担的责任,又适应了市场经济发展的规律,有利于社会公共服务体系的可持续性发展。自“十一五”期间,政府购买公共服务已经成为我国部分地区(上海、北京、苏州等)公共服务体制改革的主要思路之一。本文通过对政府购买公共服务在艾滋病防治领域的必要性和可行性的理论阐述,探索在艾滋病防治领域建立政府购买服务的长效机制。
The way the government buys public services embodies not only the responsibility the government should assume but also the law of market economy development and the sustainable development of social public service system. Since the “Eleventh Five-Year Plan” period, the purchase of public services by the government has become one of the main ideas in the reform of public service system in some areas of China (Shanghai, Beijing, Suzhou, etc.). Through the theoretical exposition of the necessity and feasibility of government purchasing public service in the field of AIDS prevention and control, this article explores the long-term mechanism of establishing government procurement service in the field of AIDS prevention and control.
