一、解放前伪铁路管理机关兼营之其他企业(如汽车运输营业所、农场等所占土地),解放后由其他机关接管者,由铁路管理机关通过当地县(市)人民委员会将该项土地移交使用单位。上项土地如在解放前、后已建成或改建为铁路本身的厂、段、所宿舍者,仍由铁路管理机关掌握。二、解放前、后铁路管理机关收买和征购准备建筑之土地,或已经建设而有余之空地,目前暂不需用,或建设计划确定不需要者,应由铁路管理机关提出交当地县(市)人民委员会统一进行管理。三、铁路车站限界内之土地,现由其他机关占用、租借,这样的土地如在车站边沿,铁路建设需要又不迫切,得通过当地县(市)人民委员会移交使用单位,免除租借关系。此外仍应按铁路管理规章办理。
