《马拉喀什条约》作为国际版权领域首个人权条约,其既对受益人、无障碍格式版、被授权实体等概念进行了界定;又对版权的限制所适用的作品类型和专有权利予以规定;还规定了无障碍格式版的跨境交换与进口以及视障者规避技术措施的内容。为实现我国《著作权法》与之协调,首先要明确受益人、无障碍格式版和被授权实体的范围,其次要厘清版权限制与例外的适用范围,再次要增加无障碍格式版跨境交换与进口的限制与例外,最后还要放宽视障者规避技术措施的限制与例外。
