一般来说,政府部门向生育妇女提供必要的社会保障是一项顺应民心的举措,这在各国的社会保障体系之中都占有一席之地。最早以前,由于妇女参加工作与社会实践的数量越来越多,导致政府必须要出台相关的生育保障制度来保护女性同志的。后来,随着社会发展、文化的进步以及女性人力资源的不断提升,生育保障制度一方面成为政府部门照顾、关怀女性的一项社会福利,从另一个角度来讲,这种保障制度也是一个可以给予女性和男性同等社会参与以及劳动实践权利的重要途径。本文对我国生育保障制度面临的主要问题和生育体系中的矛盾所在等问题进行了简单的阐述,最后提出了自己的见解。
