当前,各土建施工单位实行的质量评定标准是1974年原国家建委颁布的《建筑安装工程质量检验评定标准》《TJ301—74》,对正确评定工程质量,起了积极的作用。但根据一些单位执行的情况来看,有不少同志偏重于以有允许偏差项目的合格率来决定工程质量优劣,而忽视了评定标准中要求的“必须”、“严禁”、“不得”等主要项目是否合格,以及对评定标准中要求的“应”、“不应”等一般项目是否合格的问题。
At present, the quality evaluation standards implemented by various civil construction units are the standards for the inspection and evaluation of construction and installation quality, “TJ301-74,” promulgated by the former State Construction Commission in 1974, which has played a positive role in the correct assessment of project quality. However, judging from the implementation of some units, many comrades emphasize the importance of determining the quality of the project based on the passing rate of the allowable deviation project, while ignoring the “required”, “forbidden” and “no” required in the assessment criteria.
