在中组部、人事部、卫生部颁布的《关于深化卫生事业单位人事制度改革的实施意见》指导下,近年来,卫生部机关服务中心以人事制度改革为动力,以人才资源开发为主线,以竞争上岗、聘用合同制为龙头,在用人制度方面进行了大胆的尝试,取得了初步成效,促进了整个后勤改革的深化和事业的发展。
