欧洲大市场的目标是实现商品、人员、服务和资金的自由流通。多年来欧共体一直致力于经济一体化的努力,但经济一体化的发展趋势并不等于1992年统一大市场的建成。作者分析了欧共体在这方面所提出的主要措施及存在的困难,认为就目前欧共体在经济一体化方面所实行的措施来看,并没有全都达到预期的效果;而为实现大市场的286项措施中,许多仍在审议之中,“制定法令与就法令进行协商大大落后于预定的各项计划”。作者认为对于1992年建成大市场的时限,其“时间之短,目标之高,并不能得到严格的遵守”。但是,大市场尽管不能得以真正的实现,情况还会得到大大的改观,最终是能建立的。
The goal of a large European market is the free flow of goods, people, services and money. The EC has been committed to the efforts of economic integration over the years.
