澳门是一个国际旅游博彩城市。旅游博彩业是澳门四大支柱产业(旅游博彩业、制造业、建筑房地产业和金融业)的龙头。带动澳门经济发展。九十年代中期以来,由于澳门整体经济增长放缓,又受亚洲金融危机的冲击,加上社会治安不宁,澳门旅游博彩业下滑,影响澳门整体经济发展。但在澳门经济中只有旅游博彩业仍具有一定的活力。近年来澳门游客人数不断增加,在澳门从事旅游博彩业及相关行业的人口占就业人数约30%。因此,保持与发展旅游博彩业是近期澳门经济发展中最具现实的问题。为此,针对当前旅游博彩业改革和创新,提出二个新概念和一些相应对策供参考。第一个概念:可否在理念上将旅游博彩业分为两个有密切联系而又独立发展的产业来认识与运作。这样就不会产生以谁为主,发展谁,“淡化谁”的问题,可按照两个不同行业的发展规律、惯例放开手脚大力发展。第二个概念是澳门博彩业和旅游业需要进行现代化改造。振兴澳门旅游博彩业还有三条具体策略值得思考:重新确定目标市场,有针对性地加大宣传力度,合理利用旅游基金资源,为澳门旅游业创造最大客源;开发澳门具有中西文化特点的景点,改变只重保护,不注重经济开发的现象,贯彻在保护中进行经济开发的方针;加强粤港澳旅游合作,促进三地旅游业的整体繁荣,在回归效应带动下,近期还可促进澳门经济的复苏。
