2011年以来,济南市机构编制系统深入贯彻落实科学发展观,按照中央和省、市的部署要求,以创新体制机制、服务科学发展为主线,创新和强化机构编制管理,积极稳妥地推进改革,各项工作成效显著。但也清醒地看到,机构编制工作还存在一些制约发展的矛盾和问题,发展中不平衡、不协调、不可持续的现象仍很突出,需要进一步深化改革,严格管理,从根本上消除制约发
