党的十四届三中全会《关于建立社会主义市场经济体制若干问题的决定》,提出了实现国民经济和社会发展第二步战略目标的号召。作为国民经济支柱的房地产业,如何适应形势发展的需要,实现第二步创业。对此笔者谈点粗浅认识和设想。 (一) 我国房地产业自80年代开始,随着城镇住房制度改革的深化,住宅商品化的推进,从原来的产权一体化,管理单一化的“封闭”式守业期,转为产权多元化,管理社会化的“开放”式创业期,取得了明显成果。增强了产业的经济实力和活力。进入90年代,在邓小平同志南巡谈话和党的十四大精神的指引下,随着社会主义市场经济体制的逐步建立和发展,房地产市场体系正在形成和兴起。新近召开的党的十四届三中全会《关于建立社会主义市场经济体制若干问题的决定》第13条中,把发展房地产市场,
The “Decision on Some Issues Concerning the Establishment of a Socialist Market Economic Structure” at the Third Plenary Session of the 14th Central Committee of the Party sets forth the call for the realization of the second-phase strategic goal of national economy and social development. As the backbone of the national economy real estate, how to adapt to the needs of the development of the situation, the second step to start a business. The author talked about superficial understanding and imagination. (1) Since the beginning of the 1980s, with the deepening of urban housing reform and the commercialization of housing, the real estate industry in our country has been transformed from a closed-end one with integration of property right and management to one with diversified ownership. There have been notable achievements in managing the “open” start-up period of socialization. Enhance the industrial economic strength and vitality. Entering the 90’s, with the guidance of Comrade Deng Xiaoping’s southern tour and the guidance of the 14th CPC National Congress, with the gradual establishment and development of the socialist market economic system, the real estate market system is taking shape and rising.
