本文依照《中华人民共和国职业病防治法》和配套法规,阐述了职业卫生监督量化分级评价体系的建立与模式探讨。量化监督评分方法为我们提供了新的思路,即将监督结果量化,引入统计学概念来计算评估不同用人单位贯彻实施《职业病防治法》的效果。该监管模式的建立为开展职业卫生监督效果评价提供了依据,预期贯彻实施后对推进职业卫生的长效管理有指导意义。
In accordance with the Law of the People’s Republic of China on Prevention and Treatment of Occupational Diseases and supporting laws and regulations, this paper expounds the establishment and mode discussion of quantitative and hierarchical evaluation system of occupational health supervision. The method of quantitative supervision and grading provides us with a new idea of quantifying the result of supervision and introducing the concept of statistics to calculate and evaluate the effect of different employers in implementing the Law on Occupational Disease Prevention. The establishment of this regulatory model provides the basis for carrying out the evaluation of the effect of occupational health supervision. It is expected that it will be instructive to promote the long-term management of occupational health after implementation.
