党的十三届五中全会公报明确指出:“我国的经济体制改革,是社会主义经济制度的自我完善。”要坚持社会主义,就必须发展社会主义,要发展社会主义,就必须进行改革。改革是完善和发展社会主义制度的动力,是发展有计划的社会主义商品经济的根本途径,是不可逆转的历史潮流。在治理整顿期间,我们必须在坚持四项基本原则的前提下,继续稳妥地推进各项改革,促进治理整顿任务的完成,使国民经济逐步走上持续、稳定、协调发展的轨道。那么,在治理整顿中如何搞好深化改革?笔者认为其基本思路是主要应明确和做好以下几点:
The communique of the Fifth Plenary Session of the 13th CPC Central Committee made it clear that “China’s economic reform is a self-improvement of the socialist economic system.” To uphold socialism, we must develop socialism and socialism must be reformed. Reform is the driving force for perfecting and developing the socialist system, the fundamental way to develop a planned socialist commodity economy, and an irreversible historical trend. During the period of rectification and reform, we must, while adhering to the four cardinal principles, continue to steadily push forward various reforms and promote the completion of the task of rectifying and rectifying the state so that the national economy will gradually move onto the path of sustained, stable and coordinated development. So, how to do a good job of deepening the reform in the process of rectification? The author believes that the basic idea should be mainly clear and do the following:
