大连把市政府机关作为考核的试验田,从“工作业绩考核、综合素质考核和群众满意度调查”3个重点入手,积极运用“目标管理、量化测评和开门评议”3个载体,并将这三方面有机结合,全面推进公务员考核工作,完善公务员考核制度,取得了一定的成效,突出工作业绩考核,全面落实公务员职位目标责任制该市把目标管理作为推动公务员绩效考核的重要手段。从1996年开始,由市人事局牵头,在市政府机关全面推行了目标管理职位责任制。在实际工作中他们重点抓了三个环节,做到“三个结合”。
