世界各国的国防科技工业都面临着新的竞争环境和竞争方式。“为竞争而合作、靠合作去竞争”的动态联盟成为国防科技工业进行组织创新的有效手段。伙伴选择是动态联盟中一个十分重要的问题,伙伴挑选的成功与否直接关系到动态联盟的合作效果和成败。通过构造群体排序矩阵Gk发现了Bernardo群决策方法是线性分配法的推广,通过分析线性分配法的缺陷指出了Bernardo群决策方法的不足,进而提出了改进的Bernardo方法。建立了具有资源约束的伙伴选择的改进Bernardo模型,不仅可以求得资源约束下候选伙伴的优劣排序,还能求得资源约束下参与动态联盟的最优伙伴数量和最优伙伴组合方案。
The national defense science and technology industries in various countries of the world are facing a new competitive environment and competitive mode. The “dynamic alliance for competition and competition by cooperation” has become an effective means of organizational innovation in the national defense science and technology industry. Partner selection is a very important issue in the dynamic alliance. The success of the partner selection is directly related to the effectiveness and success of the dynamic alliance. By constructing a population ordering matrix Gk, it is found that the Bernardo group decision-making method is a generalization of the linear assignment method. By analyzing the defects of the linear assignment method, the deficiency of the Bernardo group decision-making method is pointed out, and an improved Bernardo method is proposed. The improved Bernardo model with resource-constrained partner choice is established, which can not only find out the advantages and disadvantages of candidate partners under resource constraints, but also obtain the optimal number of partners and the optimal partner combinations under the resource constraints.
