建国以来,组织全国少数民族参观团到内地参观访问,一直是党和国家做好民族工作,落实民族政策的重要举措。与往年相比,今年的参观团在内容和形式上有两大特点:一是参观团的成员全部由全国9个省区19个人口较少民族的县处级领导干部和代表组成,体现了国家民委近年来对人口较少民族工作的重视;二是在安排上分为理论学习和参观考察两个阶段,参观团的全体成员先在北京中央民族干部管理学院进行了为期5天的学习,听取了有关领导和专家的讲座,然后赴浙江、江苏、上海等发达地区进行参观考察。这种理论与实践相结合的方法是一个创新,在建国以来的同类活动中尚属首次。

All the members of the delegation first conducted a five-day study in Beijing Central Government For Nationalities and Cadres Management , Listened to the lectures of leaders and experts, and then went to Zhejiang, Jiangsu, Shanghai and other developed areas for study tours. This method of combining theory with practice is an innovation, the first of its kind since the founding of the People’s Republic.
