政治民主化是社会发展到一定阶段的产物。“五四”运动前的政治民主化经历了宣传民权、宪政改革、共和政治诸阶段 ,这标志着人们对民主认识的不断深化 ,对政治民主化要求的不断提高。其进步是明显的 ,但同时也存在着严重的缺陷 :宪政改革学习西方三权分立的制度 ,却没有制衡的机制 ;共和制度由于不能得到民众的实际支持最终为封建军阀所推残。这些进步与缺陷都反映出政治民主化进程的必然性与曲折性。
Political democratization is the product of a certain stage of social development. The political democratization before the May 4th Movement underwent propaganda of civil rights, constitutional reform and republican politics, which marked the people’s continuous deepening of their understanding of democracy and their ever-increasing demand for political democratization. The progress is obvious, but there are also serious flaws: the constitutional reform to learn the system of the separation of the three powers in the West, but there is no mechanism of checks and balances; the republic system ultimately pushed the feudal warlords because they can not get the people’s actual support. All these improvements and defects reflect the inevitability and tortuosity of the democratization of politics.
