在九届全国人大常委会第十一次会议前后,读了一些报纸关于大气污染和《大气污染防治法》(修订草案)讨论情况的报道,颇有感触。为了保护大气环境,做好我国的环保工作,不揣浅陋,提出一些意见。一、我国城市大气污染情况严重全国人大常委会环资委曲格平主任在全国人大第十一次常委会议上所作的《大气污染防治法》(修订草案)的说明指出:大气污染防治法自1995年修改以来,在控制大气污染方面起到了一定的作用。但是由于当时对大气污染严重状况和发展形势认识不足,所规定的防治措施不够,法律责任部分内容偏少,力度不够,致使一些违法行为得不到追究。

However, due to the lack of understanding of the serious situation of air pollution and the development situation at that time, the prescribed prevention and control measures were not sufficient and the contents of the legal liability were too small and not enough so that some illegal activities were not investigated.
