胡锦涛在党的十八大报告中指出:“行政体制改革是推动上层建筑适应经济基础的必然要求。要按照建立中国特色社会主义行政体制目标,深入推进政企分开、政资分开、政事分开、政社分开,建设职能科学、结构优化、廉洁高效、人民满意的服务型政府。”转变政府职能,建设服务型政府,是我国行政体制改革的目标要求,也是政治体制改革的重要内容。我们认为,要建设廉洁高效的服务型政府,必须优化政务环境、提高政府执行力和公信力、提高政府人员的办事效率,努力建设依法规范、高效优质、民主透明、清正廉洁和人民满意的政府。其中,政府行政管理的公开、透明化,是建设社会主义政治文明的需要,也是实现行政管理廉洁高效的必然要求,这就要求我们必须进一步转变政府职能,形成行为规范、运转协调、公开透明、廉洁高效的行政管理体制并加强对权力的制约和监督,认真推行政务公开制度。我们的本期专题研讨将对公共采购、公共资源交易(土地腐败)、公共事件应对领域廉洁高效机制的建立途径问题进行研究,以期取得一些新的成果。

We believe that in order to build a clean and efficient service-oriented government, we must optimize the administrative environment, enhance the government’s execution and credibility, improve the efficiency of government personnel, and strive to build a government that is law-based, efficient and high-quality, democratic and transparent, honest and clean, and satisfied with the people. Among them, the open and transparent administration of the government is the need of building a socialist political civilization and an inevitable requirement for the administration to be honest and efficient. This requires that we must further transform the functions of the government to form a code of conduct, coordinated operation, openness and transparency, Clean and efficient administrative system and strengthen the power of the constraints and oversight, conscientiously implement the system of open government affairs. Our current symposium will study ways to establish a clean and efficient mechanism for public procurement, public resource transactions (land corruption) and public event response, with a view to achieving some new results.
