GB13960-92《可移式电动工具的安全第一部分:一般要求》第21.6条规定:正常使用中或在使用者维修时,可能相对移动的工具,其不同部分间的连接和他们接头(包括接地连接)不应经受过分的应力。在检验过程中发现,通常在正常使用或维修时无相对移动的部件之间的连接不会受到过应力。过应力试验也主要是针对可相对移动的不同部件之间的连接。据GB13960-92等同采用标准IEC1029-1(1990)中21.6条第一段,理解为“工具正常使用中可能移动,或在使用者维修时可能相对移动的不同部件之间的布线和电气连接(包括提供接地连续性的连接)不应经受过应力。”更为合适。GB13960-2008第22.7条规定:工具在正常使用中或用户维护时可能发生相对位移的不同零件,不应导致电器联接件和包括提供接地连续性在内的内部布线的过应力。
