基于宽松环境,多元、多样的香港文化取得了令人瞩目的成就。娱乐是香港最大的文化产业。小说、电视、电影、歌曲、漫画等衍生出“香港文化”体系。21世纪,香港文化产品在享受内地市场开放的同时,自我约束增强,产业影响力开始衰退。与此同时,特区政府持续推动文化创意产业发展,加快公共投资。相比之下,上海文化产业起步虽晚,但得益于庞大消费群体和政策扶持,以及高强度的投融资,已是后来居上,产业链条足以运作成功产品,只是品牌、原创力仍显不足,显示出文化产品不同于“两弹一星”的特征。
