中共中央《关于面向21世纪加强和改进党校工作的决定》对新时期党校工作提出了更高的要求。作为党校文献中心的图书馆特别是市级党校图书馆目前的现状还满足不了新时期党中央对党校工作的要求。比较突出的问题是市级党校图书馆自动化建设普遍存在着步伐迟缓、发展不平衡的问题，人员素质、硬软件建设与《党校图书馆工作规程》的要求 The “Decision of the CPC Central Committee on Strengthening and Improving the Work of Party School Facing the 21st Century” sets higher requirements for the work of party schools in the new period. The status quo of the library as the center of the party school literature, especially the municipal party school library, can not meet the requirements of the Party Central Committee for the work of the party school in the new era.
