国有林场作为林业及生态环境建设的主体和骨干，必须适应国家对生态环境建设的总体要求和西部大开发形势，通过对50年建设国有林场实践的分析，较系统地提出并阐述了新时期国有林场建设和管理及编制规划的思路，为制定国有林场“十五”计划及2001年至2015年规划提供了依据。
As the mainstay and backbone of the forestry and ecological environment construction, the state-owned forest farms must meet the overall national requirements for ecological environment construction and the situation of western development. By analyzing the practice of building state-owned forest farms in the past 50 years, the state-owned forest farms are systematically proposed and elaborated on the state- Forest farm construction and management and planning ideas for the development of state-owned forest farms “Tenth Five-Year Plan” and from 2001 to 2015 provides the basis for planning.
