基于演化博弈视角,以不同代际涉海类企业行动可调整性、政府监管以及系统参数动态变化为出发点,构建减排约束下我国近海海域环境规制的演化博弈模型,并对各利益主体之间的策略稳定性和演化过程进行推演和证明,在此基础上对有效海洋监管政策的关键要素进行梳理。同时采用2000～2010年我国海域倾废行政执法相关数据对理论模型进行验证。最后针对我国近海海域环境规制提出相关政策建议。
Based on the evolutionary game theory, this paper starts with the dynamic adaptability of different generations of maritime enterprises involved in maritime operations, government regulation and the dynamic changes of system parameters, and establishes the evolutionary game model of environmental regulation in offshore China under the constraint of emission reduction. The stability and evolution of the strategy to deduce and prove, on the basis of the key elements of an effective marine regulatory policy to sort out. At the same time, the theoretical model is verified by using the data of administrative law enforcement in dumping in our country from 2000 to 2010. Finally, China’s offshore environment for the environmental regulation put forward the relevant policy recommendations.
