本文通过利用《中国高科技产业统计年鉴》(2002~2007年)中5个行业的28个子行业的1995~2006年的相关数据考察R&D人力资本、R&D的支出费用和的FDI外溢效应对中国高科技产业的技术进步的影响。通过动态面板回归实证分析发现技术进步〔以生产率指数(TFP)、技术变化指数(TECH)和技术效率变化指数(EFF)作为测量指标〕是向均衡稳态收敛的。但FDI没有促进生产率、技术变化和技术效率变化,进一步分析发现FDI的外溢效应存在门槛效应,即FDI的外溢效应需要一定的人力资本的积累,当前人力资本的积累还没有达到这个阀值,因此中国高技术产业的技术进步不能通过FDI溢出效应实现。当区分行业中不同的产权组织形式后,这一结论也仍然成立。
This paper examines the R & D human capital, R & D expenditures and FDI spillover effects in China by using the data from 28 sub-sectors in five industries in five industries from 2002 to 2007 in China’s High-tech Industry Statistical Yearbook (2002-2007) The impact of technological advances in technology industries. Empirical analysis using dynamic panel regression shows that technological progress (TFP, TECH and EFF) is the steady state convergence to equilibrium. However, FDI did not promote changes in productivity, technological change and technological efficiency. Further analysis found that the spillover effect of FDI has a threshold effect. That is, the spillover effect of FDI requires the accumulation of human capital, and the current human capital accumulation has not reached this threshold. Therefore, The technological progress of China’s high-tech industry can not be realized through the spillover effect of FDI. When the distinction between the different forms of property rights organizations in the industry, this conclusion still holds.
