采油队是油田的基本生产单位 ,是各项规章制度的实施者。提高措施实施效率、降低成本是采油队管理工作的重点。但在实际生产运行过程中 ,各类事故的发生阻碍了生产运行 ,降低了管理水平。因此 ,作为基层采油队 ,各种事故的预见是搞好各项工作的有力保障 ,故提出了“事故预报”管理法。根据现场经验 ,充分了解事物发生的本质特性 ,掌握事故发生的规律 ,事先有针对性地以“天气预报”这种形式将事故发生的大致时间、事故等级、发生的可能性做一预报。所做的工作就是在预报之前进行排查整改 ,并建立相应事故档案登记。通过这些工作 ,大大降低了事故发生率及其处理所带来的经济损失。

Through these efforts, the accident rate and the economic losses caused by its disposal have been greatly reduced.
