目的通过分析惠山区2014年各社区卫生服务中心防保科人力资源情况,了解本地区各医疗卫生机构公共卫生服务工作能力,为卫生部门制定人事政策、引进卫生人才提供科学依据。方法对2014年无锡市惠山区社区卫生服务中心防保科人员基本情况调查资料进行整理。结果资料显示,全区共有社区卫生服务中心(含分中心)共12家,基层防保人员100人,人员配置为1.36/万。年龄最小为23岁,最大为56岁,中位数36岁,年龄结构以青壮年为主。全区防保人员中学历以本科为主,其次为大专、中专、高中及无学历者。专业类别中以公共卫生专业最多占50%,人员专业对口性有待加强。总职称构成中,高级职称为0,中级占43%,初级占30%,无级别占27%。在编人员与非在编人员比例为1.70:1。其中在编人员平均年龄为40.63岁,非在编人员平均年龄为28.35岁,编制配备比例较低,非在编人员多为年轻人。工龄以≤4年最多,占23%。其次为15~19、≥25年分别占22%、18%。从事公共卫生工作年限以≤4年最多,占41%,其次为5~9年、15~19年,分别占22%、19%。全区防保人员年可支配收入平均数为5.509万元。其中,在编人员年可支配收入平均为6.505万元,非在编人员年可支配收入为3.814万元。所有公共卫生专业人员中在编24人,编外26人。工龄小于10年者占总人数的62%。职称以初级及无职称为主,占总人数的60%。结论本区各社区卫生服务中心预防保健人员存在两少(经验少、人员少)、三低(专业化程度低、职称低、待遇低)情况,切实提高基层防保人员待遇,优化人员结构,增加编制、职称聘用晋升比例,吸引新毕业公共卫生专业大学生加入基层公共卫生队伍是提高基层防保队伍素质的必要措施。
Objective To understand the human resources of prevention and care department of all community health service centers in Huishan District in 2014 and to understand the public health service capacity of all medical and health institutions in the region and provide scientific basis for the health department to formulate personnel policies and introduce health personnel. Methods The data of investigating the basic situation of the personnel of the prevention and treatment of Community Health Service Center in Huishan District in 2014 were sorted out. The results show that there are altogether 12 community health service centers (including sub-centers) in the region, with 100 grassroots protection personnel and staffing of 1.36 / million. Among all public health professionals, 24 are enrolled and 26 are non-staffing. The length of service less than 10 years accounted for 62% of the total number. Conclusion There are two kinds of prevention and care workers (less experienced and less staffed) and three lower (specialization, lower professional titles and lower pay) in all community health service centers in the district, so as to effectively improve the treatment of grassroots prevention and treatment workers, optimize the personnel structure, Increase the preparation, the title of employment promotion ratio, to attract new graduates of public health professional college students to join the grass-roots public health team is necessary to improve the quality of grass-roots security forces.
