Deng Zicheng thought that the instability of grain prices damaged the economy of the Soviet Area of Western Fujian and analyzed the reasons for the rise and fall of grain prices. He criticized the Longyan County Soviet Food Administration and the Minxi Food Regulatory Bureau and proposed the establishment of a food cooperative to regulate and control the grain prices.
