Community is the forefront of social communication and the source of social contradictions and conflicts.Community governance is the foundation and focus of social governance.With the deepening of urbanization,community governance affairs are diversified and fragmented.The Fourth Plenary Session of the 19 th CPC Central Committee pointed out that in order to improving the social governance system led by the Party committee,responsible by the government,democratically negotiated,socially coordinated,publicly involved,guaranteed by the rule of law,and supported by science and technology.It’s necessary to innovate and strengthen social governance.The responsibility of the Party committee and government requires to play the role of meta-governance,which is the only way for the urban community to realize the transition from management to governance.Recent years,in order to ensured the stability and order of grass-roots governance.the party and the state have continuously innovated social governance,sunk more resources to the grass-roots level,pushed the focus of governance down to the grass-roots level,and all localities actively explored ways of good governance in communities.On the basis of literature review,this study takes District G of K city as the research object,and through interviews,questionnaires,literature analysis and other research methods,combined with community reality cases.Based on meta-governance theory,coordinated governance theory and national social relations theory,this paper constructs the functions that the government should play in urban community governance,verifies the hypothesis with the results of practical investigation,and finds out the dislocation of government functions in urban community governance.Then,the reasons are analyzed from the perspectives of governance concept,the rights governance rules,and conflicting values and goals.Combined with the practical experience of government function in urban community governance at home and abroad,some reasonable suggestions are put forward to improve urban community governance: First,change the governance concept,and government departments should adhere to the people-oriented value orientation,take the rule of law as the criterion,and make precise policies.The second is to gradually improve community infrastructure and services.Thirdly,Organize and coordinate multiple subjects to participate in governance.Fourthly,Cultivate social forces to participate in governance,including strengthening the participation capacity of various governance subjects,strengthening the construction of community,and providing guarantees for co-governance.
