微信是一款以高科技改变公众生活方式的应用程序。社群是由具有一定紧密关系的人构成的、具有相同行为规范的社会组织。微信社群是依靠微信连接起来的、具有相同目标、相对固定的成员以及相同行为规范的虚拟社会组织。“微信帝国”的运行主要依靠腾讯公司及其微信团队制定的民间规范,依靠微信社群自己制定的内部规范。在应然意义上,生长于复杂社会的微信社群不仅需要技术权力为基础、以具有权利平衡为目标的民间规范,还需要在国家权力对技术权力进行有效制约基础上的国家立法,更需要互联网行业的内部自律性和监管性行业规范。
