Civil society serves as a crucial tool to monitor government behavior and lobby it on behalf of underprivileged groups of population. However，despite the fact that civil society in China is developing fast it is still weak，and emerging grassroots NGOs are facing numerous obstacles such as restrictive government’s regulations，lack of autonomy，lack of financial and human resources，and need for building up transparency and credibility. The evolution of grassroots NGOs in China raises the questions how grassroots NGOs manage to become effective service delivers under current political regime，and what factors influence their effectiveness.　　The given thesis is analyzing the influence of such factors as obtaining of legal registration，issue area that an organization focuses on，use of different kinds of mass media，weak management，internal contradictions and strives，and lack of public trust on NGOs’ performance and argues that all of them affect the effectiveness of grassroots NGOs to different extent. Finally，in order to create a healthy environment for the development of grassroots NGOs and further strengthen civil society there must be institutionalization of NGOs’ role，improved laws and regulations upon NGOs’ management，increased capacity building，and establishment of mutual trust between society，grassroots organizations and the Chinese government to foster their collaboration.
