Research on Risk Management of the Hydropower Plant Projects Based on BOT Mode in Lao PDR

Social-economic development in Lao PDR,in addition to relying on agricultureforestry,industry-trade,and energy-mining is a key driving and providing power generation to households,institutions,hospitals,and all public and private institutions.Relying on China’s "One Belt,One Road" policy,Laos has many hydropower projects constructed in the BOT model.The construction of Lao hydropower projects involves risks in terms of quality,cost,and time.Therefore,reason on the risk management of hydropower project will become the key to the Lao government to change the cautious decision-making of each dam construction project and ultimately reduce project risks.This research paper is the first case study on the risk management of the hydroelectric power station construction project conducted in the Lao People’s Democratic Republic because the researchers discovered the necessity of developing the project.The paper identifies and evaluates the risks of the hydropower projects constructed under the BOT model in Laos,and proposes risk response strategies,and applies the above-mentioned risk management framework to specific hydropower projects.The main conclusions of the paper are:(1)Using the multi-case analysis method,based on the selected 10 hydropower station construction projects in Laos,the main risks in the hydropower station construction project are identified capacity risk,competition risk,and organization risk.(2)Using the Analytic Hierarchy Process and the expert questionnaire survey method,a total of 52 questionnaires were issues to evaluate the risk in the Laos hydropower construction projects identified above and determine the weights of various risks.(3)Based on the result of risk identification and risk assessment,propose risk response strategies for Lao hydropower construction projects.(4)Apply the specific risk are the biggest,followed by the risks,that is to explain the three types of risk with relatively large weights,and also explain which risks are relatively small,and what strategies should be adopted for those with high risks,the above-mentioned management content to specific hydroelectric power station construction projects in Laos,carry out specific project risk identification,assessment,response,and conclude that the main risk types of case projects are capacity risk put forward a targeted risk response strategy.
