乌鲁木齐市开展大气污染治理的"蓝天工程"已进行10多年(1998年开始),期间开展了大量的工作,包括开展乌鲁木齐大气污染成因研究,采取热电联产、集中供热、调整能源结构、煤改气、煤改电、加强生态建设、强化环境监督管理等措施,这期间乌鲁木齐市户籍人口从189万增长到273万,国民生产总值从230多亿元增加到1000多亿元,原煤耗量从520多万t增加到1370多万t.大气环境质量逐步改善,2008年、2009年好于Ⅱ级天数达到261天、262天,是"蓝天工程"实施以来最好的.本文对乌鲁木齐市实施蓝天工程以来采取的措施进行梳理分析,提出今后大气污染治理工作中应当重视、加强的方向.
