This article introduces the changing context of quality assurance system in Taiwan,the impact and challenge of its higher education,the developmental phases and time periods of its quality assurance system and the evolution of its program evaluation.We discuss the key indicators such as the predominate role in quality assurance,the quality assurance policies,the quality assurance agencies and the quality assurance climate which influence the developmental phases of quality assurance system.
