It is essential to take into account the regional future development when an environmental impact assessment (EIA) for a project is carried out. This paper uses the Tai Po Sewage Treatment Works Stage Ⅴ (TPSTW) EIA study in Hong Kong SAR as an example to demonstrate how to use a scenario approach in an EIA study. This two-years long EIA study is a comprehensive and complicated project involving the environmental impact assessment for a 130,000 tonne/day wastewater treatment plant. Considering the various environmental situations in the area of the project in the coming years, the study included extensive water quality modelling under various sewage discharge scenarios derived from various discharge locations and future modelling horizon years. The water quality assessment also incorporates the future development projects in the area. The case study indicates that it is important to incorporate the future development in the area into the EIA study so that the whole picture of environmental impacts under different time and geographic scales could be clearly demonstrated.
