The primary objective of this study is to develop a coordinated control strategy that combines Ramp Metering (RM) and Variable Speed Limit (VSL) to reduce system travel time at freeway merge bottleneck areas.The coordinated strategy was proposed to achieve the optimum control effects, based on the effects of RM and VSL on freeway traffic operations.The effects of various control strategies were compared using the modified cell transmission model.The impacts of traffic variables on the effectiveness of various control strategies were evaluated.The results showed that the coordinated control strategy proposed in this study outperformed the single ALINEA/Q and the feedback VSL strategy in reducing system travel time of the freeway system.The impacts of traffic flow variables on the control effects of the coordinated strategy were also evaluated in the study.
