基于对油气管道失效模式、失效原因和后果的分析,提出了失效控制的思路和方法:建立油气管道失效信息数据库;确定油气管道主要失效模式;分析研究各主要失效模式发生原因、机理、影响因素,进而研究并提出失效控制措施和方法。讨论了失效控制与完整性管理的关系,它们各具特色又相互联系,在保障油气管道安全方面具有同等重要的意义。在功能定位上,失效控制侧重于管道的设计与建设阶段,完整性管理则侧重于管道的运行过程,但目前正逐步向设计和建设阶段延伸。将失效控制和完整性管理有机地结合起来,有利于全方位保障油气管道的安全运行,最大限度杜绝恶性事故的发生。
